The Camp Hall Rail Project is an industrial rail line to serve Camp Hall Commerce Park in Berkeley County, South Carolina. The Camp Hall Commerce Park is a new, 6,800+ acre industrial park that offers designated sites with site-ready infrastructure for businesses. The new rail line will connect the Commerce Park to the existing railroad right-of-way, near the Santee Cooper Cross Generating Station in Berkeley County. Palmetto Railways will construct, own, and operate the rail line, which is expected to open the door to larger economic development efforts to support the state of South Carolina.

An industrial rail line facilitates the movement of freight to broaden industrial product transportation.

The Camp Hall Rail line will connect the Camp Hall Commerce Park near I-26 to the existing CSX rail line near the Santee Cooper Cross Generating Station in Berkeley County, South Carolina. To see the preferred route, please view the project area map on the homepage.

Construction on the project is anticipated to occur from spring 2024 through spring 2026. Additional details about the construction process can be found on the Construction page.

Construction will be completed during daytime hours to minimize noise for the surrounding neighbors. Some detours at the at-grade crossings will be needed throughout construction. These detours will be for short durations and traffic will be directed via signs in the area.

A public open house meeting will be held in March 2024 to provide an update on the project. The public is encouraged to attend the meeting to learn more about the Camp Hall construction activities and schedule.

The meeting will be held at Cross High School from 5:00-7:00 p.m. on Tuesday, March 19, 2024. Attendees are encouraged to drop in anytime during the time period above; no formal presentation will be given.

An at-grade crossing is an intersection where a railway line crosses a road, path, or highway at the same level, as opposed to the railway line crossing over or under using an overpass or tunnel. There will be safety warnings, such as lights and signal arms at each at-grade crossing.

The Camp Hall Rail project will provide a rail route that meets the following characteristics and criteria:

  • Direct connectivity to a single Class I freight carrier main line, accessing the freight carrier’s inland/domestic network, as well as the Port of Charleston.
  • Sufficient rail access and capacity to serve all phases of the Volvo Cars site.
  • Sufficient rail access and capacity to service future growth and needs of additional industrial sites within the remaining portions of Camp Hall Commerce Park, such that the portion of the proposed rail spur located within Camp Hall Commerce Park does not limit access to the site while in use or require grade separation.

The rail alignment will result in less impact on the surrounding environment compared to other alternatives, has the least impact on property owners with no home relocations, and does not impact known archaeological sites.
