Utilities and Infrastructure Program Manager
Palmetto Railways is seeking a Utility & Infrastructure Program Manager to support and develop infrastructure functions across the railroad network. This role will manage utility coordination activities, infrastructure documentation and GIS initiatives and also support infrastructure project execution, and help improve operational workflows across the Projects & Facilities Department.
Position Summary
The position is intended to assist in strengthening long-term organizational structure, improve coordination between departments and external stakeholders, reduce reliance on manual processes and institutional knowledge, and support the continued growth of Palmetto Railways’ infrastructure and economic development initiatives.
Position Requirements
Required Skills/Abilities:
- Minimum 5 years of experience in infrastructure, utilities, project coordination, facilities, or related fields
- Experience with utility coordination, permitting, ROW, or infrastructure support activities
- Strong organizational and project coordination skills
- Experience with GIS platforms or infrastructure data systems
- Experience coordinating across internal departments and external stakeholders effectively
- Experience supporting process improvements, workflow organization, or documentation management
- Background in rail, utilities, telecom, transportation, industrial facilities, or related infrastructure environments preferred
- 4-year degree preferred
- PMP, GIS, or related technical certifications preferred
- Proficient with Microsoft 365, including SharePoint for infrastructure document management and reporting, Excel, OneNote, and Teams to support daily workflows and team collaboration
- Valid SC driver’s license required
- Must be able to qualify for a Transportation Worker Identification Card (TWIC)
Physical Requirements:
- Must be able to lift up to 50 pounds at times.
- Must be able to wear protective equipment such as hard hat, hearing protection, steel-toe boots, work boots, safety vest, and safety glasses
- Must be able to walk long distances on uneven and rough terrain
Position Responsibilities
Duties/Responsibilities:
Utility Coordination & Infrastructure Management
- Manage utility crossing coordination, agreements, approvals, and stakeholder communication
- Support infrastructure-related activities such as:
- Planning and execution of infrastructure projects
- Coordination with contractors, consultants, and internal stakeholders
- Conduct field verification and support constructability reviews
- Track project schedules, milestones, and documentation
GIS & Infrastructure Tracking
- Manage implementation and rollout of Palmetto Railways’ GIS and infrastructure tracking systems
- Maintain infrastructure and utility records
- Coordinate collection, organization, and integration of as-built documentation
- Support development of infrastructure tracking, reporting, and documentation standards
- Assist with integration of GIS and document management workflows across departments
Process Implementation & Operational Support
- Assist in implementing and maintaining standardized workflows and documentation practices
- Help improve visibility, tracking, and coordination of infrastructure-related activities
- Support efforts to reduce reliance on manual workflows and decentralized records
- Provide coordination support across Projects, Operations, Engineering, Finance, and external stakeholders
- Assist with maintenance coordination, property issues, and facility improvement projects as needed
- Support ongoing management of facilities and infrastructure assets across the railroad network
